A welfare check at a local convenience store on Tuesday led to the arrest of a Madisonville man on drug trafficking and other charges.

Deputies with the Hopkins County Sheriff’s Office were called to the Ideal Market in Earlington around 9:00 Tuesday morning after receiving a request for a welfare check. Upon arrival, deputies said they found a man, later identified as 45-year-old Charles Cowan, asleep behind the wheel of a vehicle, with the keys in the ignition. After several attempts to wake Cowan, deputies reported that he appeared disoriented and confused when he finally awoke. Deputies said that Cowan claimed he had only been asleep for a few minutes and admitted his driver’s license was suspended, which was confirmed by dispatch.

During a search of the vehicle, deputies reported finding a lack ammo box containing plastic baggies, suspected synthetic marijuana, a scale, cigarillos, and syringes.

Cowan was taken into custody and charged with public intoxication, trafficking in synthetic drugs, and possession of drug paraphernalia with the intent to deliver or manufacture. He was lodged in the Hopkins County Jail.
