Webster County Man Arrested on Child Sexual Abuse Material Charges

An investigation has led to the arrest of a Webster County man on charges related to child sexual abuse material.

According to Kentucky State Police, 32-year-old Joseph Lee Kellems was taken into custody around 12:15 Tuesday afternoon as the result of an undercover Internet Crimes Against Children investigation that discovered him procuring a minor online.

Police said the investigation resulted in an interview in Morganfield on Tuesday. Equipment used to facilitate the crime was reportedly seized and taken to the Kentucky State Police’s forensic lab for examination.

Kellems is currently charged with two counts of promoting/procuring the use of a minor by electronic means, Class C felonies punishable by five to ten years in prison. He was lodged in the Webster County Detention Center.

The investigation is ongoing.
