Hopkins County Grand Jury Returns Indictments on Sex-Related and Strangulation Charges

The January session of the Hopkins County Grand Jury led to the return of several indictments, including on sex-related charges and strangulation.

Kenneth Stafford of Madisonville was indicted on charges of first-degree sexual abuse of a child less than 18 years of age, first-degree rape of a minor – child under 12, two counts of second-degree rape of a minor less than 14 years of age, second-degree sodomy of a minor less than 14, and prohibited use of electronic means to induce a minor to engage in sexual activity. The alleged charges occurred between May 24, 2019, and August 7, 2023, and were investigated by the Madisonville Police Department.

Thomas Vannoy of Madisonville on a charge of failing to comply with the sex offender registry from December 19, 2024. Vannoy is accused of not notifying the Hopkins County Sheriff’s Office and the Office of Probation and Parole of a change in address.

A true bill was returned on Nicholas Cavanaugh of Madisonville on a single count of first-degree strangulation from an incident that occurred on November 26, 2024 that was investigated by the Madisonville Police Department.

Toni Himes of Madisonville was indicted on a charge of first-degree strangulation from an incident on November 20, 2024, investigated by the Madisonville Police Department.

Tyler Morgan of Madisonville was indicted on charges of first-degree strangulation and a misdemeanor offense stemming from November 15, 2024, investigated by the Hopkins County Sheriff’s Office.

A true bill was returned on Wesley Creamer of Madisonville on charges of second-degree strangulation and first-degree persistent felony offender along with an assault misdemeanor offense from December 10, 2024, which was investigated by the Hopkins County Sheriff’s Office.
